If he's finding ways to get his breakaway collar off he'll be able to get an elastic collar off too: if it's able to come off in an emergency, then it's always going to be possible for a determined cat to remove it. It's ideal that they have a visible sign of ownership, and I always like my cat to have a reflective collar for a little extra road safety, but it's not absolutely essential if you can't keep it on him.
